Aim and Scope

The journal "Moscow Transport. Science and Design." is a professional scientific publication that presents the results of cutting-edge research in the development of the transportation complex, organization of transport infrastructure, fundamental and applied research in the field of transportation, artificial intelligence in transport, construction, and economics. Our journal encompasses research across a broad spectrum of topics in the development of transport systems and technologies, including transportation infrastructure development, transport construction, information technology applications, artificial intelligence implementation, and marketing research in transportation. The journal aims to assist researchers conducting transport-related studies in publishing new, relevant, and practically significant scientific results.

Open Access Policy

The journal provides immediate open access to its content based on the following principle: free open access to research results promotes the global exchange of knowledge. The open access policy complies with the definition of the Budapest Open Access Initiative (BOAI) and means that articles are freely available on the internet, allowing all users to read, download, copy, distribute, print, search, or link to the full texts of these articles, scan them for indexing, pass them as data to software, or use them for any other lawful purpose without financial, legal, or technical barriers, except those inseparable from gaining access to the internet itself.

Peer-Review

All scientific articles submitted to the editorial office of the journal "Moscow Transport. Science and Design." undergo mandatory double-blind peer review (the reviewer does not know the manuscript authors, and the manuscript authors do not know the reviewers). Manuscripts are sent to two reviewers for evaluation.

  1. The peer review of articles is carried out by members of the editorial board, as well as invited reviewers—leading specialists in the relevant field from Russia and other countries. The decision on selecting reviewers for article evaluation is made by the editor-in-chief and members of the editorial board. The review period is 2-4 weeks, but it may be extended at the reviewer's request.
  2. Each reviewer has the right to decline reviewing in cases where there is an obvious conflict of interest that would affect the perception and interpretation of manuscript materials. Upon completion of the manuscript review, the reviewer provides recommendations regarding the article's disposition (each reviewer decision must be substantiated):
    - The article is recommended for publication in its present form;
    - The article is recommended for publication after correction of deficiencies noted by the reviewer;
    - The article requires additional review by another specialist;
    - The article cannot be published in the journal.
  3. If the review contains recommendations for corrections and revisions to the article, the journal's editorial office sends the review text to the author with a suggestion to consider these recommendations when preparing a new version of the article or to provide a reasoned refutation (either partially or completely). The revision of the article should not take more than 2 months from the date when the electronic message about necessary changes is sent to the authors. The revised article will be sent for a second review.
  4. If authors decline to revise their materials, they must notify the editorial office of their refusal to publish the article in written or verbal form. If authors do not return the revised version within 2 months from the date the review was sent, even without explicit notification of their refusal to revise the article, the editorial office removes it from consideration. In such situations, authors receive appropriate notification that their manuscript has been withdrawn from registration due to the expiration of the allocated revision period.
  5. If unresolvable disagreements arise between the author and reviewers regarding the manuscript, the editorial board has the right to send the manuscript for additional review. In conflict situations, the final decision will be made by the editor-in-chief during an editorial board meeting.
  6. The decision to reject a manuscript is made during an editorial board meeting in accordance with reviewer recommendations. An article not recommended for publication by the editorial board decision will not be considered for resubmission. Notification of publication rejection will be sent to the author via email.
  7. A positive review does not constitute sufficient grounds for article publication. The final publication decision will be made by the editorial board. In conflict situations, the decision will be made by the editor-in-chief.
  8. Original reviews are kept in the journal's editorial office for 3 years.
  9. The journal's editorial office will provide copies of reviews to the Ministry of Science and Higher Education of the Russian Federation upon receipt of a corresponding request.

 

Publishing Ethics

The editorial office of the journal "Moscow Transport. Science and Design." takes a responsible approach in maintaining scientific reputation and makes every effort to ensure the quality of scientific publications, while carefully respecting authors' positions and copyright, regardless of the author's status.

In this role, the editor-in-chief bears responsibility for the publication of authors' works, which necessitates adherence to the following fundamental principles:

When making publication decisions, the editor-in-chief of the scientific journal is guided by the reliability of data presentation and the scientific significance of the work under consideration.

The editor-in-chief must evaluate the intellectual content of manuscripts regardless of race, gender, religious views, origin, citizenship, social status, or political preferences of the authors.

Unpublished data obtained from manuscripts submitted for review must not be used for personal purposes or transferred to third parties without the written consent of the author. Information or ideas acquired during the editing process that may provide competitive advantages must be kept confidential and not used for personal gain.

The editor-in-chief must not allow information to be published if there are sufficient grounds to believe it constitutes plagiarism.

The editor-in-chief, together with the founder, must not leave unanswered any claims regarding reviewed manuscripts or published materials, and if a conflict situation is identified, take all necessary measures to restore violated rights.

The reviewer conducts scientific evaluation of authors' materials, and therefore their actions must be impartial, adhering to the following principles:

A manuscript received for review must be treated as a confidential document that cannot be shared for reading or discussion with third parties who have not been authorized by the editorial office.

The reviewer is obligated to provide an objective and well-reasoned assessment of the research results presented. Personal criticism of the author is unacceptable.

Unpublished data obtained from manuscripts submitted for review must not be used by the reviewer for personal purposes.

A reviewer who is not, in his/her opinion, sufficiently qualified to evaluate a manuscript, or who cannot be objective, for example in cases of conflict of interest with the author or organization, must inform the editor and request to be excluded from the review process of the manuscript.

Authors of scientific publications must adhere to the following principles:

  • Authors must provide reliable results of their research. Deliberately erroneous or falsified statements are unacceptable.
  • Authors must guarantee that the research results presented in the submitted manuscript are entirely original. Borrowed fragments or statements must be properly formatted with mandatory citation of the author and primary source. Excessive borrowing and plagiarism in any form, including unformatted quotations, paraphrasing, or appropriation of rights to the results of others' research, are unethical and unacceptable.
  • Authors must acknowledge the contributions of all individuals who influenced the course of research in any way. In particular, the article must contain references to works that were significant in conducting the research.
  • Authors should not submit a manuscript to the journal that has been sent to another journal and is under review, nor an article that has already been published in another journal.
  • All individuals who made substantial contributions to the research must be listed as co-authors of the article. It is unacceptable to include persons who did not participate in the research among the co-authors.
  • If authors discover significant errors or inaccuracies in their article during the review stage or after its publication, they must notify the journal's editorial office as soon as possible.

The journal reserves the right to reject any manuscript submitted for publication that does not comply with the principles listed above.

For convenience of distribution and to ensure the implementation of the policy on the use of materials, authors transfer non-exclusive ownership rights of the manuscript to the publisher.

Publication Fees

Publication in the scientific journal is free for authors.

The editorial office of the scientific journal "Moscow Transport. Science and Design." does not charge authors for the preparation, placement and printing of materials.

 

Disclosure and Conflict of Interest

Unpublished data obtained from manuscripts submitted for review must not be used in personal research without the written consent of the Author. Information or ideas acquired during the review process that may provide competitive advantages must remain confidential and should not be used for personal gain.

Reviewers should not participate in the evaluation of manuscripts where conflicts of interest exist due to competitive, collaborative, or other interactions and relationships with any of the Authors, companies, or other organizations associated with the submitted work.

 

Citation and Plagiarism Policy

The editorial board of the journal "Moscow Transport. Science and Design." may verify submitted articles using the Antiplagiat system during the review process. If numerous instances of unauthorized borrowing are detected, the editorial office acts in accordance with COPE (Committee on Publication Ethics) guidelines.

 

Preprint and Postprint Policy

The editorial office of the journal "Moscow Transport. Science and Design." permits authors to share their manuscripts as preprints before submission to the journal for consideration, as well as to independently archive their articles in subject-based and institutional repositories.

Articles previously posted by authors on personal or public websites not affiliated with other publishers are eligible for consideration.

 

Revenue Sources

The publication of the journal is financed by the funds of the parent organization, at the expense of the publisher, publication of advertising materials, publication of reprints.
