Assessment of Public Transport Affordability Perception in Moscow in 2025

Abstract

This article examines the assessment of perceived affordability of Moscow public transport among passengers. The evaluation is conducted using the Price Sensitivity Measurement method (PSM method) and the Perceived Demand Elasticity for Transport Services model (PDETS model), based on an online survey of 1 502 respondents. The analysis focused on the «Wallet» ticket option using the «Troika» card for single journeys. The results established that the acceptable price range spans 63-95 rubles. The current fare of 63 rubles is considered acceptable by 82 % of respondents. The PDETS model enabled assessment of changes in perceived price affordability of Moscow public transport resulting from the fare increase from 61 to 63 rubles. The evaluation demonstrated a 4% decrease in perceived affordability among passengers who frequently use public transport (six times per week or more).
